Definition

Performs a variety of administrative duties for the Director and professional staff. Performs a wide variety of responsible assignments related to payroll and human resources assistance functions; accounts payable; billings and accounts receivable; communicating Agency policies and procedures, and other related work as required.

Distinguishing Characteristics

An employee in this classification performs administrative and accounting/bookkeeping duties in support of the Director and the administration of the Agency. The work requires the handling of sensitive and confidential information; contact with elected officials and the general public, and thorough knowledge of the Agency's operations. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility. This is a non-exempt, non-classified position.

Examples of Work

Duties include, but are not limited to the following:

  1. Provide staff support by assisting with administrative support duties of a complex or sensitive nature.
  2. Serve as Administrative Secretary for Boards and Budget Committee including scheduling/preparing notifications/posting of meetings; preparing/distributing meeting agendas, materials and reports; and recording/preparing/distributing meeting minutes.
  3. Maintain personnel records including employment, benefit, and insurance documents; respond to employee inquiries regarding Agency personnel policies and procedures, particularly in regards to payroll, time keeping and benefits.
  4. Coordinate benefits enrollment.
  5. Perform payroll processing using ADP; process payroll deductions and PERS employer contributions on a timely basis, and create related journal entries.
  6. Research and answer questions regarding status of accounts, the proper coding of transactions and other matters.
  7. Assist with the preparation of financial reports and schedules needed for annual financial audits.
  8. Prepare and issue invoices, and receive and record payments on these accounts.
  9. Respond to citizen complaints and questions of Agency personnel regarding policies and regulations, coordinating resolutions with management.
  10. Compile and analyze data and prepare regular and special reports for Agency management.
  11. Perform related duties as assigned.

Accountant

Definition

To provide professional level accounting and finance support, including the preparation of various manual and automated financial reports including those required for year-end closing and audits; work with operating departments to develop accounting procedures and ensure compliance; provide technical advice; perform a variety of professional level finance and accounting duties in the areas of financial reports, accounts analysis and reconciliation.

Examples of Principal Duties

Duties may include, but are not limited to, the following:

  1. Prepare the Comprehensive Annual Financial Statements, including compilation and verification of all financial data, and preparation of closing entries, financial statements, footnotes and supporting schedules.
  2. Use accounting software to perform account transactions and reconciliations; develop indirect cost allocation plans and create trial balances, lead sheets, and accrual work papers on electronic media for use by independent auditors.
  3. Analyze and reconcile ledger control accounts to financial reports, grant reports, bank statements, payroll, PERS, and other reports.
  4. Prepare numerous audit work papers and all audit letters for external auditors.
  5. Review WCCCA's internal controls and make necessary recommendations; maintain records and accounts necessary to comply with division of duties and accounting procedures.
  6. Act as liaison for financial matters between WCCCA and police and fire departments, cities, and other jurisdictions; advise user departments on accounting and billing procedures.
  7. Maintain all accounts and reconcile periodically.
  8. Prepare annual reconciliations, W-2s, and 1099s. Ensure all payroll liabilities are paid on time.
  9. Reconcile outstanding receivables on a monthly basis and send out past dues or make phone calls as needed regarding unpaid receivables.
  10. Prepare monthly financial reports and any other quarterly reports for WCCCA User Board.
  11. Review several Agency balance sheet accounts for accuracy. Balance other accounts receivables, accounts payables, and all payroll liabilities.
  12. Balance deferred compensation accounts.
  13. Determine appropriate taxation of fringe benefits and other special payroll areas.
  14. Prepare the accounting side of the annual budget document using the accounting software. Input budget and all resolutions as adopted by the WCCCA User Board.
  15. Initiate cash management activities, including daily cash balances and pool transfers. Balance all pool accounts monthly.
  16. Coordinate accounting duties of office support staff.
  17. Perform specialized accounting studies and analysis as assigned.

Knowledge, Skills and Ability

Knowledge of generally accepted accounting principles, systems, procedures, and controls; knowledge of the principles, practices, and procedures of finance; knowledge of the regulations affecting financial operations; knowledge of mainframe and personal computer accounting applications; knowledge of personal computers and related software, including data transfer; knowledge of internal controls and auditing procedures; knowledge of public sector accounting needs, administrative organization and regulations affecting financial operations; knowledge of GASB reporting requirements; knowledge of the Oregon Public Employees Retirement System.

Electronics/Communications Technician 1

Definition:

To maintain and repair Agency and user radio and telecommunications equipment, telemetry equipment and computer systems; performs related support work as required.

Distinguishing Characteristics:

The Communications Technician 1 has primary responsibility for the maintenance and repairs of the Agency's radio, telecommunications and data systems. This position is primarily responsible for local site support and maintenance as well as directly interfacing with Agency customers and users (participating jurisdictions). The Communications Technician 1 responds to trouble calls, status, reporting trends and alarms to determine the appropriate response/action and the priority of that action. The Communications Technician 1 is then responsible for taking the necessary action to resolve the problem and to notify the End User of the initial status and final outcome of the work performed. An incumbent in this classification is off-shift on-call technical support to respond to and resolve malfunctions in the Agency or Users communications or data systems.

Supervision Received:

Work related activities are performed under the supervision of the Technical Services Supervisor who reviews work primarily on the basis of results attained.

Supervision Excercised:

Direct supervision is not generally a responsibility of positions in this classification.

Examples of Work:

  1. Perform calibration, configuration and repairs on portable and mobile two-way radios, pagers, mobile data terminals, digital pagers, voting receivers, radio control consoles, alarm systems, intercoms and antenna systems.
  2. Perform maintenance and repairs on personnel computers, printers, multiplexers, controllers, and channel banks.
  3. Install and maintain LAN/WAN (Local Area Networks/Wide Area Networks), including bridges, routers, switches, hubs, modems, and wiring closet construction.
  4. Perform preventative and emergency maintenance on portable and mobile two-way radios, pagers, mobile data systems, personal computers, workstations, servers, printers, modems, routers, hubs CCTV, cable TV, digital logging records, UPS and batteries.
  5. Install and maintain two-way radios, mobile and portable antenna systems, cellular telephones, mobile data terminals, personnel computers, modems, printers, and electronic sirens.
  6. Maintain an inventory and order parts and installation materials as necessary.
  7. Maintain records on all work performed.
  8. Implement / document basic systems, wiring and/or circuits in response to custom needs of the Agency and Users.
  9. Attends schools and seminars, as assigned, to upgrade skills and provide contemporary service to the Agency.

Knowledge, Skills and Abilities:

Demonstrate proven working knowledge of analog and digital two-way radio systems, mobile data systems, and computer equipment theory relating to public safety applications. Basic understanding of CAD (Computer Aided Dispatch) systems and CAD interface to remote users, 9-1-1 telephone systems and WAN systems. Demonstrate a working knowledge of digital and microprocessor electronics. Demonstrate a basic knowledge of Motorola and Intel microprocessor architectures, DOS, UNIX/Linux, and Windows 95/NT/2000/XP client/server operating systems, TCP/IP protocols and frame relay systems. Demonstrate a competent understanding of communications theory relating to the transport of audio, video, computer, and the associated radio frequency circuits and their application. Demonstrate a basic knowledge of emergency power systems, UPS systems, backup generators and batteries. Demonstrate a working knowledge of federal and state rules and regulations governing communications activities.

Demonstrate basic skills in the use and operation of communications and computer systems electronic test equipment and the use of personal computers and their operating systems and common applications such as Excel, Word and Terminal applications. Demonstrate a proficiency in the operation of hand and power tools; soldering of Through Hole and SMT components.

Must have mechanical abilities pertaining to the installation of two-way radios, antennas, telephone, category 5 cabling, data lines, cable TV coaxial lines, and P.A. systems; read and use schematic plans and diagrams; program two-way radios, base stations and mobile data terminals. Work with the latest equipment to install and troubleshoot Ethernet computer networks.

Work effectively; prioritize work; maintain effective working relationships with personnel from various agencies and other employees; communicate effectively both verbally and in writing; maintain clear and accurate records.

Experience and Training:

Responsible experience installing, repairing and maintaining electronic communications, data communications, computer systems and networks; and coursework or special training in electronic technology or related areas; or any equivalent combination of experience and training which demonstrates the knowledge, skill and abilities to perform the above-described duties.

Salary Range:

The salary range for this position is $3,804 to $4,855 per month dependent upon depth of experience and applicability of that experience to this position.

Testing Requirements:

Candidates will be required to complete an extensive testing process, including but not limited to, completion of an Agency application and supplemental questionnaire, skills demonstration tests, oral board interview, background investigation, physical ability examination, drug screen and psychological examination. Necessary Special Requirements:

STATEMENT OF THE POSITION

  • Receives telephone calls utilizing complex telephone equipment, listens to callers to accurately ascertain the nature of the call and prioritize information according to standard procedures.
  • Maintains accurate record of events, written logs and reports of action taken that may be used in legal proceedings.
  • Uses an array of complex references and resources such as Operations Directives Manual, Medical Dispatch Cards, maps, phone directories, reverse directories and others to solve questions, determine appropriate course of action and provide correct level and type of service to the public.
  • Rapidly scans Enhanced 9-1-1 Display and compares it with information provided by callers, noting discrepancies, etc.
  • Adjusts questioning style based upon the nature of the problem, whether the caller is an adult, child, hard-of-hearing, etc., and the emotional state of the caller (angry, hostile, fearful, confused, etc.)
  • Enters information at workstation computer terminal while continuing to question and listen to caller.
  • Determines appropriate course of action based upon information obtained from the caller.
  • Rapidly scans CRT incident report display for information accuracy and adequacy before forwarding to Dispatch and controls conversation to quickly gather vital information using a courteous but efficient telephone style.
  • Work overtime as required.

This recruitment will be used to fill both current and future vacancies in this classification. Please note that Washington County Consolidated Communications Agency operates 24-hours a day, 365-days a year, requiring shift work. New employees typically (after training has been completed) work swing or graveyard shifts. Assigned shifts are determined by seniority bidding.

About the Job

The Washington County Consolidated Communications Agency is seeking qualified individuals to supervise and coordinate shift activities in the consolidated 9-1-1 Communications Center. Duties of this diverse position will include, however, not necessarily be limited to:
1. Coordinate shift activity and workload (9-1-1, Police, Fire, and EMS) on an assigned shift.

Definition:

In the Agency Computer Aided Dispatch system, maintain, analyze, research, update, and input data utilized by communications dispatchers and field personnel. Perform database administration and maintenance, including the use of databases for Agency performance analysis and reporting., and serve in a support role to the Information Systems Analyst and resource function.

Distinguishing Characteristics:

This is an entry-level class distinguished by the performance of more routine tasks and duties which are designed to provide entry-level technicians an opportunity to acquire experience on a variety of automation projects. Since this class is typically used as a training class, employees may have only limited or no directly related work experience at this level.

Supervision Received:

Receives direct supervision from assigned management or lead staff working in a higher capacity.

Examples of Prinicipal Duties:

  1. Assist in analyzing Agency needs; participate in formulating solutions and developing systems or procedures to implement solutions; complete projects within specific time and budget constraints; provide input on project reporting process.
  2. Assist staff in maintaining Agency data information management systems, resources and system performance improvements. Develop reports as needed.
  3. Assist staff in system design; write, develop, and document operational procedures for data elements and sources; perform systems maintenance.
  4. Maintains and updates CAD system database files, CAD tables and Records tables as needed.
  5. Utilize appropriate software tools and techniques for applications, database management, computer operations, troubleshooting equipment problems, and maintaining operational integrity of the computer system.
  6. Determines response areas by jurisdictional boundaries, inputs appropriate CAD entries for proper police and fire responses.
  7. Assist Data Services Coordinator in implementation of required upgrades or replacement of current hardware or database version releases.

Help provide a secure environment for databases and processes, enforce security guidelines for terminal access, password expiration and protection of computer resources; troubleshoot database problems and find solutions to resolve those problems. Migrate current databases into new database structures when required.
  9. Assist in maintenance of data integrity with backup, archive and recovery processes; help implement procedures for disaster recovery and perform database file restoration.
  10. Coordinates, creates, updates and inputs data into various CAD system tables relating to equipment recommendations and/or responses for police, fire, communications, and field personnel.
  11. Maintains, updates, inputs, and researches geographical information in database systems for CAD and MSAG.
